Prepare all ingredients by cooking shrimp or tofu and cutting vegetables.
Soak vermicelli noodles in warm water for about 5 minutes until soft.
Fill a large dish with warm water for soaking rice paper.
Dip a rice paper wrapper in the water for about 10 seconds until soft.
Lay the softened rice paper on a clean surface.
Place a lettuce leaf on the bottom third of the wrapper.
Add a small amount of vermicelli noodles on top of the lettuce.
Layer shrimp or tofu, carrots, cucumbers, mint, and cilantro.
Roll the rice paper tightly from the bottom over the filling.
Fold in the sides and continue rolling until fully wrapped.
