Add taco seasoning and water to the skillet, stirring well.
Simmer until the mixture thickens, about 5 minutes.
Serve a scoop of rice on each plate.
Top with the seasoned beef mixture.
Add shredded cheese, diced tomatoes, and jalapeños.
Finish with a dollop of sour cream and garnish with cilantro.
