Remove the core from the cabbage and boil the whole head for 5-10 minutes until the leaves soften.
Carefully peel off the leaves and set them aside to cool.
In a skillet, sauté the onion and garlic until translucent.
In a large bowl, combine the ground meat, cooked rice, sautéed onion and garlic, Worcestershire sauce, salt, and pepper.
Place about 2 tablespoons of the filling onto each cabbage leaf.
Fold the sides of the leaf over the filling and roll tightly from the stem end.
Preheat the oven to 350°F (175°C).
Spread a thin layer of tomato sauce on the bottom of a baking dish.
Arrange the stuffed cabbage rolls seam-side down in the dish.
Top with remaining tomato sauce, cover with foil, and bake for 45 minutes.
