In a large bowl, combine flour and salt.
Add cold, cubed butter to the flour mixture.
Using a pastry cutter, mix until the mixture resembles coarse crumbs.
In a separate bowl, mix cold water and lemon juice.
Gradually add the water mixture to the flour mixture, stirring until combined.
Form the dough into a ball, wrap in plastic wrap, and chill for at least 30 minutes.
On a floured surface, roll out the dough into a rectangle.
Fold the dough into thirds, like a letter, and roll out again.
Repeat the folding and rolling process 3-4 times for flaky layers.
Chill the dough again for 20 minutes before using.
