Preheat your oven to 350°F (175°C).
Grease and flour a 9x13 inch baking pan.
In a large bowl, combine cake mix, water, oil, and eggs.
Mix until well combined and pour into the prepared pan.
Bake for 30-35 minutes, or until a toothpick comes out clean.
Remove the cake from the oven and let it cool for 10 minutes.
Using a fork, poke holes all over the cake.
In a saucepan, combine sweetened condensed milk, coconut, and pecans.
Pour the mixture evenly over the cake, allowing it to soak in.
Spread chocolate frosting over the top of the cake.
