Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.
In a large mixing bowl, combine the flour, sugar, cocoa, baking powder, baking soda, and salt.
Add the eggs, milk, oil, and vanilla to the dry ingredients. Mix until well combined.
Gradually stir in the boiling water until the batter is smooth.
Pour equal amounts of batter into the prepared cake pans.
Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
Remove from the oven and let the cakes cool in the pans for 10 minutes.
Turn the cakes out onto wire racks to cool completely.
Once cooled, frost the top of one cake layer with chocolate fudge frosting.
Place the second layer on top and frost the top and sides of the cake.
