In a skillet, brown the ground beef over medium heat.
Drain excess fat and add chopped onion and bell pepper; sauté for 5 minutes.
Stir in diced tomatoes, garlic powder, and chili powder.
Cook egg noodles according to package instructions; drain.
Layer half of the noodles in a greased casserole dish.
Add half of the beef mixture and sprinkle with half of the cheese.
Repeat the layers, finishing with cheese on top.
Bake for 25-30 minutes until bubbly.
Let rest for 10 minutes before serving.
