In a large pot, brown the ground meat over medium heat until fully cooked.
Add the diced onion and minced garlic, sautéing until the onion is translucent.
Stir in the chopped cabbage and cook for about 5 minutes until it starts to wilt.
Pour in the diced tomatoes with their juice and stir well.
Add the broth and bring to a boil.
Stir in the uncooked rice and paprika.
Reduce heat, cover, and simmer for 30 minutes.
Season with salt and pepper to taste.
Once the rice is cooked, remove from heat.
Serve hot, garnished with fresh parsley.
