Combine warm milk, yeast, and sugar in a bowl. Let it sit for 5 minutes until frothy.
In a larger bowl, mix flour and salt.
Add the yeast mixture, eggs, and melted butter to the flour. Stir until combined.
Knead the dough on a floured surface for about 10 minutes until smooth.
Place the dough in a greased bowl, cover, and let it rise for 1 hour or until doubled in size.
Punch down the dough and divide it into small balls (about 2 inches in diameter).
Let the balls rise for another 30 minutes on a floured surface, covered with a cloth.
Heat oil in a deep fryer or heavy pot to 350°F (175°C).
Carefully drop the dough balls into the hot oil, frying until golden brown, about 5 minutes.
Remove and place on paper towels to drain excess oil. Fill with your desired filling and dust with powdered sugar.
